The risk of significant flooding in the Red River Valley is down from recent years and even lower than last months forecast due to the lack of snow, forecasters said on Jan. 26 — bolstering hopes the region may be spared a fourth consecutive battle this spring.
The flood risks are also low across the rest of North Dakota and Minnesota, the National Weather Service said.
No more than a few inches of snow cover the ground across the Red River basin in eastern North Dakota and northwestern Minnesota, said Weather Service meteorologist Jim Kaiser in Grand Forks, N.D. M

Muskegon Motorcycle Club Ice Races in Grant, Michigan.

The Muskegon Motorcycle Club is one of the oldest continuously operating clubs in the United States, and every year they sponsor a hillclimb event which has gained national renown. The first event, held at Mt. Garfield way back in 1921, drew only a handful of participants and spectators, but by 1951, thanks to local legend Dan Raymond (Muskegon Motorcycle Club founder and president) the event went over the top in more ways than one.
At that event Pete Uebelacker, a vet of National Championship Hill Climbs at Mt. Garfield, took the National Championship. Riding out of Rochester, N.Y., the 39-year-old Uebelacker edged out the field to take the championship trophy.
The hillclimb event ultimately grew to the point where crowds reached an estimated 30,000 spectators during the Golden Era of hillclimbing back in the 1950s and early 1960s but was nearly derailed when outlaw biker gangs from Chicago and Milwaukee stormed the area back in 1966.

Rising insurance costs have made it expensive for U.S. drivers to stay on the road. Unfortunately, insurance premiums will probably continue to rise over the next year, partially due to new state auto insurance laws and traffic laws. State insurance regulations and driving laws have always had a tremendous impact on insurance companies, and several new laws have either made it more expensive for insurance companies to do business or easier for insurers to penalize poor drivers.
One example is the new wave of distracted driving laws, which have been almost unanimously supported throughout the insurance industry. Distracted driving laws levy fines against drivers who send text messages or check their phones while driving.
